In Crusader Kings 3, everyone does not want to see your leader's point of view or is not willing to help you with your political program. Because some of these individuals are your vassals, you can not force them to see your point of view. This makes you a tyrant, and no one will follow you if you hurt them or if you make a miserable life. However, to encourage them, you can use a weak hook.
A weak hook can be a little secret or a favor that someone owes to your rule when you do something for him. For example, after capturing a vassal that your leader traps after caught a crime, there is an option to free him by asking for a favor. Alternatively, your rule could free them up against a ransom, but a weak hook could come into play more than the currency.
You can choose to use this low hook in different ways. The person to whom you have this grip could have a vote during an election that your heir needs to win to win your title or your kingdom. When using the weak hook, you force them to make the same vote as you for a specific time. You can also use it to force them to convert to your faith, to give up a title, forcing them to join your Court, to imprison or join a plan that you want to complete. These are extremely useful to get.
Imprisoning someone and give him freedom is not the only way to get a weak hook. Some random meetings occur with other leaders who can allow you to acquire one, as at parties or by working with them to continue their programs. A weak hook does not last forever. It expires, and once you use it, you must win another against this individual. They do not refresh and do not return.
Your rule can also have low hooks placed on others. Make sure you do not get stuck politically for having a favor to someone. You probably do not like what they ask you.
